So a person living on bread needs something like 750 grams of wheat a day, not healthy but not the point.

It would cost 6.6 million dollars to import that, assuming a price of 300 dollars a ton.
If Venezuela exports oil, it can fund 100% food imports just with a price of oil at 6.6 dollars, if it exports 1 million barrels.
Just putting numbers here, the collapsed oil prices of 50 dollars or less, are still enough money to feed everyone 10 times over with zero internal agriculture. The famine wasnt caused by a lack of money
