Romantic love is inherently selfish, you want the person for yourself. Homura doesn't give a shit about herself, she just wants Madoka herself to be safe and happy.
If she was romantically attracted to her she would be trying to get her close to herself, but she does the exact opposite. Everything she ever did was to try and PREVENT Madoka from getting on her level. Because she believes Madoka deserves better than to be on her level, that she deserves a normal life where she can be happy.
It's obviously more than friendship but it doesn't meet any criteria for romantic love and even the staff said it was something different.
