They can in M20 (pic related). I'm pretty sure they couldn't in Revised or earlier but I may be wrong.

Side note I hate how Mage handles Totem as background. In M20 they're nerfed to hell, in previous editions there's zero consistency in how they work between books and/or they're nerfed compared to woof Totems. They should have just designed them in the same vain as in WtA or CtD honestly.
