Had an interesting situation where factory building in turn order mattered in Horseless Carriage.
We were playing with 4 and 2 players were having a big fight for planning depts, player A would only want to place 1 more planning dept only if player B wouldn't place any more planning depts, so we got into kind of a stalemate until I pretty much forced player A (better engineering than B) to "lock in" their factory before player B took the decision. Player A ended up placing 2 planning depts just to be sure and it did ended up screwing player B from securing engineering next round lol.

From the SUSD review I thought this would make the other players basically have to reorganize their entire building for the turn but ended up pretty seamless, nowhere near as bad as SUSD implied it to be, was actually pretty tense from watching player A sweat bullets about where to place this extra planning dept just so he wouldn't get screwed.
