One need only look at what became of Ms. Blaze the Cat to understand the mercy of Ms. Cream's absence.
In her debut, Ms. Blaze was a worthy counterpart to Mr. Sonic. A princess and a guardian of her own world, she was his equal. Then Mr. Maekawa got his hands on her for '06. He stripped Ms. Blaze of her world and her dignity, retconning her into a sidekick from a ruined future. Her purpose was no longer to guard the Sol Emeralds, but to babysit the naive and honestly incompetent Mr. Silver. She was reduced from a rival of Mr. Sonic to little more than "Silver's girlfriend," a tragic fate for a character with such potential.
If Ms. Cream had been included in that game, her fate would have been similar. Her politeness would have been flanderized into helpless fragility. Her motivation for justice would have been ignored. She would have existed only to be rescued or to offer vapid encouragement to one of the male protagonists. She would have been another casualty of a writer who cannot comprehend a female character existing outside of a subservient role. Her exclusion was a blessing.
