A lot of these people being blamed as "shills" are just people with opinions you dislike and then you make up a scenario in your mind where they're being paid just to invalidate their opinion.

And a lot of these "caught shill" posts are just falseflags. Pretending to be caught as a shill to crete the illusion of shilling and make people believe the opposite.

All this bullshit is just a sign that you take 4chan far more seriously than it deserves.
This is a forum that literally anyone can post in anonymously. If you really want to police who posts and who doesn't, you should go to a different forum with accounts like Reddit or whatever where you can actually endorce that.

4chan is just a site to shitpost and share your unfiltered opinion and see how others react. This isn't a "movement" and the influence of this place is incredibly overexaggerated. You're taking it far too seriously.
