You're thinking of "adolescents" anon, not "teenagers"
A "teenager" is, literally, someone between the ages of thirteen and nineteen. Note the "teen" suffixes to those numbers, hence the term "teenager", indicating they are "teen aged". It's an indicator of chronological age, irrespective of puberty or physical development in their own right. Some late bloomers don't even become fertile until as late as like fourteen or even fifteen for fucks' sake.
Genuine question - are you ESL? I swear to God, I'm actually not trying to be mean, it's just... that is a VERY bizarre statement to make, and seems like the sort of connection someone would only ever not make if they weren't fully fluent in English.
