I'm suspecting Haku isn't affected by the curse because he isn't a human anymore? If the humans were experimenting with genetically altering themselves so that they could return to the surface, perhaps Haku, Anju, and Honoka were already frozen demi-humans at the time of the curse so it didn't affect them.
