I agree, I think Whisper abilities offer her a lot a creative other characters in the series do have. But, IDW isn't smart or ambitious enough to really mine that potential.
I remember Ian saying the idea of Whisper using the jewels from Sonic Colors to rebound her laser in the fight Zor was a suggestion from Sega. The writers just see Whisper's wispon as a blunt object and the accompanying wisps as ammo.
