I would argue that in order to make Chasemarsh work, you would only need a timeline without Jefferson + the storm.
Changes to Victoria that allow her to express her feelings for other in more healthy ways from the jump would obviously help things massively. But it is not a requirement. There is already enough there to work with.
Everything else aside, they also just make for a super cute ship personality/dynamic wise.
