The moment Gav "Dwarf Lover" Thorpe became the main Eldar writer. Eldar WERE considered to be justified, to the point where they flat out were 'good guys' in the broader sense of 40k.
Then Thorpe decided he didn't like that so he made them colossally arrogant pricks who never win, because even as arrogant asshole they're STILL mostly justified.
