Caracalla was Roman emperor from 198 to 217.
He was half-Punic and half-Arab - in other words, he was 100% Semitic.
In 212, Caracalla issued an edict giving all free men in the Roman Empire full Roman citizenship. Prior to this, only Italians and their colonial descendants were eligible for full citizenship.
This edict also meant that these new Roman citizens were free to migrate anywhere within the Empire's borders, including, of course, Italy, which they did in large numbers.
This migration caused an influx of Arab - and other Semite - blood into Italy, both amongst commoners and the aristocracy. As Rome's IQ lowered, the state became unable to function as it once had, eventually leading to its collapse.
