Caracalla was Roman emperor from 198 to 217.
He was half-Punic and half-Arab - in other words, he was 100% Semitic.

In 212, Caracalla issued an edict giving all free men in the Roman Empire full Roman citizenship. Prior to this, only Italians and their colonial descendants were eligible for full citizenship.

This edict also meant that these new Roman citizens were free to migrate anywhere within the Empire's borders, including, of course, Italy, which they did in large numbers.

This migration caused an influx of Arab - and other Semite - blood into Italy, both amongst commoners and the aristocracy. As Rome's IQ lowered, the state became unable to function as it once had, eventually leading to its collapse.

The concession taken during the war to offer citizenship to those who surrendered was a mean to victory. Those soldiers who were granted citizenship were not part of the political process simply because they were not in Rome.
After the war until Caracalla, Roman citizenship was only given to provincials that had official positions in those provinces and were involved in governing.
You are trying to build a case, valid as it may be, on lies which invalidates any point you're trying to make.
You didn't address the part where nobody was banned from living in Rome as a non-citizen.

They were given selectively to nobles who were helpful to Rome or people or merit, and there was even an era when you could buy citizenship. Or in some old provinces there were laws that granted provicinial citizenship, like Italy, which had to fight actual wars against Rome to gain citizenship rights.
