I think you lost me, but the stage that I tried was 75 the one with Sakura, Yukikaze and Rinko at the same time, which is pretty damn hard since Sakura literally homes in on you with Shadow Cleave, Yukikaze can stun you and set up knock back traps and Rinko has Muugenhouen that's the most fucking annoying projectile concievable. Like I wasn't fighting a nobody boss, for a long time Floor 75 of the Tower was the hardest battle the game had to offer and for good reason.
Now, time as a measure of power is a good example yes, however there's more to how useful a character is on an account that doesn't have access to 5/5 supporters or 5/5 UR gacha weapons and has to rely on effectless Arena weapons. Like what's important is actually finishing the stage which is why the greatest factor I used was the ammount of HP they had at the end of the stage. Like for instance Su was one of the fastest characters to finish the stage, but doing so was horrible because she couldn't avoid damage, she can't heal and her super armor forces her to commit the full animation of her skills making her take all the damage. So even if technically she's one of the strongest characters in damage in practice, she's overall pretty inconvenient because of her traits.
As for Emily it's just a matter that in her case she's more reliable with a stronger healing field than with stronger bullets, simple as. It is as you said, she's slow and can't evade, but she also doesn't relent her DPS and has a pretty powerful move in full red Axe Impact to more than make up whatever damatge you lost by not going RGB.
I did also try a 2 blue for Gravity Hold instead of healing field, but Healing Field ended up being more reliable and Axe Impact stronger.
As for defenses, well maybe? but I used level 1 R supporters for everyone so everyone I tested had roughly the same defenses coming from gear
