What is a certified android device? I run an unlocked Motorola with Lineage OS and only open source software, no gapps. While I doubt me device would qualify as certified as long as I can run this config I could care less about how they lock down their closed source shit.
There is no closed source apps you need. Either use the website of your bank or do what you need on a desktop.
