Its a catch 22. Whitehead might have been better, but its clear the game would have looked weird and seeing how Penny turned out, I'd say SEGA may have made the right call. Hell, I figure the art direction was a big reason they didn't go with Whitehead. Arzest isn't great but they have experience making as Naoto Ohshima is the head of the company. Their problem is they worked on a lot of Nintendo games and its clear they took a Nintendo direction to boss design. The only other problem with the game was not arranging all of his tracks. Beyond that, the game was fine. At worst, it had a lot of level design from Sonic CD and Sonic 2 where Whitehead favored S3&K. The best thing would be to have it be a collaborative effort but no idea how something like that might work.
