Ukraine was created by Russia, and was part of Russia for hundreds of years. Ukraine declared independence from the Soviet Union when it was collapsing(not Russia). Which is why even Russian-dominated areas(such as Crimea) voted for independence. Basically, independence at the time was economic not national.

What actually happened in the years that followed, is that the United States essentially fostered far-right Ukrainian nationalism that created a split in Ukraine between the West and East. With the West being slightly more numerous.
