Isn't it fine for Sagat's zoning in 6 to just be a "Damage them at range but not spend the whole match doing it" thing?

Like you're probably going to hit them with a handful of fireballs/anti airs each round and maybe overall take off 30-40%, that's their use case
It's fine that you have to do the rest of the work with combos and footsies
