If we're talking about all the characters in the game I'd argue that AC7 has more going on in terms of characters displaying their personality than any game in the franchise sans AC3.

What? Bandog I understand but characters like Huxian or Count, especially if you play the DLC, already have way more of an impact than the scrap queen. Obviously some characters get more focus than others, but I can't really say that more than half of the cast of any AC is memorable.
They also manage to play up the villains well, even though the main campaign doesn't execute them well. The DLC does though. Actually, the DLC does a lot of things that the main game should've, which is why I hope AC8 takes after it. It has stuff like your wingmen tagging into a 2v2 with the Mimic squadron, with back and forths, plenty of banter and dynamic responses, and you get the aforementioned moment where a briefing starts by Huxian beating the shit out of a guy for fucking with you which is undoubtedly great (and funny)

In a game where most of the time is spent flying around in the air, unless you cram the game full of cutscenes that slow shit down, radio chatter and programmed events are the best way to tell things.
Torres has more personality than literally almost any villain in the franchise.
