Fuel is an internationally traded commodity. The collapse of the collapse of the ruble obviously caused prices denominated in rubles to soar. The Russian government tried to slow and dampen that effect somewhat with export restrictions, but it is obviously not realistic to keep people completely insulated forever.
I have posted the volume data. Here is data for naphtha, which is another type of refined product. It went down a bit at the start of the war, but not due to the drone strikes, those only began in 2023.
