It genuinely defies all logic and reason. Normally when a company does or doesn't do something you can assume there's an underlying reason why it might not be profitable or beneficial to them.
But skins are the single most tried and true profit machine in videogames. For some incomprehensible reason, Hoyo make skins at a higher rate in fucking ZZZ (which has more detailed models and where skins actually add voicelines and stuff) than they do in Genshin.
