He's too complex for Oda. And for Toei. I genuinely think they must have had a guest producer or something.

Can we all agree that Vice Admiral Komei is objectively the most competent person in the entire world government? It's crazy how meticulous and efficient he was with NO plot armor or crazy powers. Just pure IQ, that was executed in a way that didn't seem contrived or had to involve plot-induced-stupidity.
