Gamera honestly has a pretty good track record when it comes to emotional investment.
But yeah, you're just comparing apples to oranges. Gemstone was created by a smaller studio to celebrate Godzilla, while Rebirth was made to reintroduce Gamera to the public eye.
I do hope we get to see more Gamera in the future.

Real > Fiction distinction, pretty much. It's usually applied to characters who exist "outside" the narrative and can influence it. Keep in mind that fourth wall breakers don't typically fall into this category.
