Yeah WCQs are region locked so China and Singapore only got to send 1 representative each in the paper portion.
Also there's a reason the only OCG player that made it to the Top 8 of the paper portion wasn't Japanese, he was the only Singapore player.
China/Singapore/Taiwan are where the actual good OCG players are but the Japanese fear them.
