The set up for Admiral Buenamigo was decent given he came from being completely stressed out over not being able to do meaningful work as an admiral and the Texas Class would keep lives out of danger since it was fully automated. Freeman also tried to appeal to his better nature saying he wasn't a bad faith Admiral even after he set her up and had the cover up exposed. It was only when he was totally cornered and the Texas Class would be delayed by years, that he ordered the attack and got killed almost instantly since Federation AIs always go rogue.
There's also Nick Locarno, but we don't know what his end game was more than forming an independent fleet of disaffected crews in the Detrion system while using his Trynar Sheild and Frengi Genesis device as deterrence.
But then Nick turned out the way he did since he didn't get a second chance like his doppelganger Tom Paris.
