That's the hulk player's gameplan yeah, and cost of opportunity for being in a bad way possibly of their own doing. The enemy team showing a certain kind of restraint or just deleting the character because he's stalling is technically also a choice that arises because of Banner.

I don't believe it to be thoughtless because, if you compare what Thing and Hulk can do which is broadly similar, Hulk comes ahead due to a lack of cooldown on his ability to kidnap airborne characters, cover the team with a bubble which can outright stops many ults and even if they're not really comparable Hulk's stun is very powerful. When Hulk turns back into Banner he's screwed. There's no self destruct hail mary, no building up resources besides throwing a grenade that has little utility besides knockback, no Monster Hulk buildup. While there's plenty to say about the choice of character for that archetype, and I read that he was the very first hero they designed according to Guangguang, I doubt all of theses choices were made randomly. Banner is a tremendous tradeoff but also one that opens the character to be very strong, in my opinion.
Now I'm blatantly speculating here but removing Banner is not really a change I believe is healthy for the character. You may now disagree and call me a moron, but that's my stance on the matter.
