DLCs count as more work on the games. Pokemon hasn't had a more than a year to breathe anything until last year, since Obama was president.

These generations don't even give their main game time to breath just blasting to the next one. Every gen gets less and less time to BE a gen. Gen 3 had two gap years, Gen 7 and 8 never did.

They need to take some time off and cook for the mainline generations. They're not losing the market by NOT coming back with a main game for MORE than one christmas season. Look how long DK cooked on a 3d platformer. This is clearly running too fast for the games to get comfortable with multigenerational 3d models.
