I don't think the size makes sense just because the AI uses that specific threat. It just doesn't make sense to me, that you could power the phases so far down. Like you said, they are tanks. These weapons are not designed to be used on humans, they are designed to take on a sovereign class. I'm not denying that a starship can shoot a weapon at minimum power. I'm just thinking that even at minimum power, that beams is likely to be 5 times as tall & wide as a human. Look at the explosion it caused on impact. I'm pretty sure this is exactly what you (accidentally) said it is: scaling shenanigans. It was cool for a scene to have it be small enough to fuck up that one dude, even tho that doesn't reeeeally make sense for a ship weapon.
Again, it's fine. There have always been weird scaling issues in Star Trek, where sometimes the enterprise seems FUCKING HUGE (specially in the movies) and then in some episodes she looks downright tiny, Star Trek ship scaling is kind of a meme already.
