a pencil and xps foam would be the easiest
next one would be a dedicated roller
or cutting each brick individually
you can also find some plastic packaging with appropiate texture and pour plaster on it

for a small batch of single model bases i woudl recomment cutting the rbicks by hand, you can use any plastic or foam you have around and need no extra tools
