From Lavrov's answer, it follows that Russia was not invited at all, and the decision was influenced by the United States:
"I can only note that the invitations were sent by the summit hosts. This is the Egyptian leadership, which, as reported, coordinated its actions with other Arab initiators, but above all with the United States."
