Honestly even 1.5 feels unfinished, they really needed to tell the publisher to fuck off about the console/aniversary window and just sit down for another year or two instead of relying on a single modder to update his old map to pad out the DLC. The update softened my opinion of it but it's still a god damn shame.
Airfreshening Powers are just a bonus, also it's not competitive weaving it's cooperative.

Honestly the sheer boring uninteractiveness of the invisibility combined with the majority of the dlc being composed of rooms from mods I played like 5 years ago would make me put Watcher well below Downpour.
The main thing I like about the watcher campaign is the updated engine and things like the new rot effects and various visuals, they really pushed what rain world can do on that front. The actual rain worlding part of the watcher is pretty sub par though. The update helped a ton on that front at least.
