Come on what? Point to me what makes Rouge a furry because there isn’t much. Look at Krystal, she has fur, she has a snout and she also has paw toes for feet. Rouge is even less furry than most monster girls since monster girls at least tend to have fur on their limbs and wings on their arms.

Rouge has no fur aside from the hair on her head, human arms and legs, a flat face, a weird cat nose and bat ears. She is barely a step above a human with bat ears and a step below monster girls. She is in appearance more or less a human woman with minor bat traits.
