Some characters, especially the older they get, won't be meta or game breaking because of power creep. Sygna Suit Steven & Deoxys is a Poké Fair while Steven (Anniversary 2021) & Rayquaza is a Master Fair, yet Deoxys completely outshined it. Rayquaza has some unique utility by now being able to create a Flying Zone, and a fully invested one actually has some use, but don't go expecting it to ever be comparable to Arc Suit Cynthia & Garchomp.
I have SS Morty at level 200, maximum superawakening, EX role, 6EX, 70/60 grid, you name it, but the fact of the matter is that even if his bulk is only slightly below AS Steven & Mega Metagross, he cannot buff Attack or Sp. Atk above a +2 no matter how you grid him. Instead, he's built around having ridiculous sun support.

>Team Gimme Five 1 - raises party's main stats by +1 after first sync
>Sunny Disposition - user's stats can't be lowered in the sun
>Speeding Sun 2 - move gauge charges faster in sun
>Sunbathe 9 - restores user's HP when using a move in sun
It's just unfortunate he can't be gridded to hold them all at once. If grids could be even more open, so many characters would improve.
