for at, or around, the first 14 mins of the game. Basically, Riot wants games to last at least 15 mins, with anything above 40 being subpar if not totally unfun. Being in a 45 min slugfest because your retarded team just cannot bring themselves to stop fucking up (or whatever other nonsense) is insanity and not even Starcraft games go on longer than about 30 mins and that game has been mathematically balanced 19000+ times. Top turret has extra health, lane swaps can't happen, minion damage is increased based on champ level etc, supports can't farm more than one wave, junglers can't help push a wave (this is the only true 'hold back' mechanic', and a slew of other things like teleport not evolving until 14 mins etc so this idea isn't fucking new.

Essentially, Jungle need some sort of guide rails for at, or around, the first 14 mins of the match. Have semi-permanent walls that make it impossible to gank a lane except from ONE avenue (so laners only have to ward one spot for the first bit of the game) and then have the walls fall around 14 mins to open the game up more. The amount of nonsense and cheese and exploits and cheeky bullshit people pull off just because you can't predict anything when the game is so stingy with its vision mechanics is a major issue. Champs like Talon or wall hoppers like Zac / Kayn can of course take advantage of this but someone like Lee Sin can't just waltz into your lane at an oblique angle before X time.

Junglers themselves don't know what they're doing half the time so you'll have a fucking level 4 Olaf with 20 farm and a fucking level 5 K6 with 83 farm like this shit is so fucked.
