Because to them a 32 cent lump of polycarbonate pressed into a circle is a "game". They conflate the distribution method with ownership of some immortal game license they get to keep in perpetuity.

Good luck getting a replacement for a PS2 disc when it gets a hairline scratch and is suddenly unusable. I'm sure they'll press a fresh one off just for you.
