Aside from gameplay reasons, the devs don't really make compelling characters to roll for.
Even the most Z-list literal who 5* character in HSR is more compelling and interesting than a ZZZ character.

Wait til you find out the game David Jhang was inspired by to create HSR. Meanwhile it has none of the presentation that keeps Persona engaging like the character portraits, animations, or social sim aspect so it's just trash
