Only toys I've seen for 2 were fast food tie in toys at Sonic, the Youtooz plushies, some cheap claw machine type plushies, and limited edition drink cups from the theater with detachable figurines. Which weirdly isn't really any worse than the first movie, except the Youtooz plushies are higher quality than anything they put out for the first movie.
I think Dreamworks in general has had a hard time getting merchandise deals, outside of Shrek. Shrek had an action figure line but it was, oddly enough, from McFarlane. I'm sure kids bought them but they were more focused on adult collectors with piss poor articulation which was typical for McFarlane back then. Only the first Kung Fu Panda movie had an action figure line iirc, and it was typical pre-posed action gimmick stuff.
Movie tie in lines are in general a bit of a gamble but who knows, maybe if the Youtooz plush toys for The Bad Guys 2 sell well we might see some interest from a higher end figure manufacturer. It might mean the toys cost $60 instead of $30 but I'd pay it.
