It is a functional replica of a human consciousness. The Patriot AI does not learn, it only follows its predefined protocols and determines the most optimal solution to a given problem as per that protocol.

Strangelove may be a singular genius in her field but she's not the ONLY person working on her projects. Her research materials passed through many hands, the results of which were witnessed and recorded.
Like you say, the work she begins on the Patriot AI is continued by others. Science does not rely on magical Chosen Ones to progress, it's an endless collaboration between many people experimenting and iterating on what's been found by others. So where did the Mammal Pod tech go?
