House probably is the best outcome for Vegas as a whole. If the courier didn't have the player controlling them then out of all the endings Vegas and potentially humanity as a whole would be best served with Mr. House in charge. I do wonder how he would deal with the Ayy Lmao problem, can't really go to the moon and explore space if the aliens are there to fuck with you.
