Staff opinion on whether or not Homura's love for Madoka is romantic or not fluctuates. In 2013 Urobuchi said the following in a interview

In the Madoka Magica Rebellion Exhibition Booklet Aoi Yuki would state the following

Which implies a more romantic interpretation of their relationship as the term 'falling in love' usually denotes. Either way if the staff themselves have different interpretations then I'd say it's fair game for the retards in this thread to have different interpretations as well
