not quite. It's actually sort of a discrepancy. His hand was cut off just above the wrist in MGS 1 and Liquid's arm is grafted there more or less but just refers to it as his arm.
In MGS 4 the artificial graft you see connects Ocelot's arm to Liquid's hand.
