Ultramarines were popular because they were litarally the ICONIC 13th Legion (Julius Caesar) but in space. They've been losing their identity since Primaris Marines but everyone hated that so they are bringing the Roman aesthetic back. It wasn't much before, just more ornamentation but now they are going all out.
