Almost nobody does, at least not deeply enough, and that's why they can do it.
Since the government will never ever willingly give up power and will just lie and do it anyway if "forced" to, it'll come down to enough people wanting privacy so badly that they'll build their own support networks and communities to operate in while carefully dismantling and removing unwanted surveillance.
Privacy's cost in the modern age of cameras is an inconvenient lifestyle. It will never come as just the default.
