In the games, Amy's own theme song literally has her singing "Come on, settle our lives".
This isn't a character who wants to join the adventure. This is a character with a mental problem who wants to force a commitment from someone who will never give it to her. She wants to nag at Sonic and slow him down. That was their entire dynamic in the 00s.

This is Sonic X fanfiction. In the SEGASonic canon, Sonic spends his time running away from her. He doesn't reciprocate her "insane insatiable desires". The only reason people think there's anything mutual is because of out-of-character depictions from that show and recent writers trying to retcon a friendship that never existed to pander to shippers. It feels fake because it is.

You're almost getting it. Sally is a narrative jobber. She gets shown up by the wind because Sonic's unconventional approach is always proven right. She's a foil. Amy isn't even important enough to be a proper foil. Her entire character is wanting to get dicked down by Sonic. That's it. There's no depth there. She's a cardboard cutout whose entire existence is based on a goal she can never achieve in the status quo. A useless character.
