The reason imo the meme aura or some other buff would be better than this is because the flag is supposed to be a sacred thing you carry with you, and would never leave behind. Dumping them everywhere is against the spirit of a holy, sacred symbol.

If anything it should be a single use strat so if you lose it in a quagmire of bots/bugs where you can't recover it you can't replace it so people are incentivized to chain-die to recover the flag for a reason besides RPing. The game art itself suggests it's the same flag getting more and more torn up in all the game updates.
