Let me guess, there's an agency level cap and thus EXP boosts are limited. Good idea, I don't think it'd be terribly bad to get it for hero souls if Byking wants to incentivize the money aspect there, but it'd probably be like an absurd amount like 300 right off the bat ending up at 500 each.
