Something I don't think is being said enough is just how much more effort it takes to make a game fully online in the first place.
It's necessarily during development to make tools to be able to create servers, you don't have to do that much work to make it accessible to your players if you want to, see older games.
Meanwhile, ensuring your game can only run when your servers are active require putting a fuckton of restrictions and verifications, and also having to manage player flow.
