Not strictly. There have been women who have held the title "king" I think due to differences in the definition of "king". As to whether it works in Japanese, that's kind of a can of worms. Queen is literally written as "woman king," so it's questionable whether the title "queen" should exist. We don't the ancient history of Kivotos, so who's to say the animal people haven't had kings or queens?
