This is, very unfortunately, the truth. Savages you basically have 8 weeks to prog, where every week they get easier numerically(but also the players in PF get worse), until you begin to reach functionally their 'easiest, but still-on-patch' difficulty level.
Ultimates you have basically their current release patch (4 months) to prog before power creep sets in, with a softer ceiling of the expansion they released in. After that the true original experience is basically out the window entirely.

It sucks ass, but it's the way it is. At least Unreals get rebalanced and brought back for some fun for players who want to revisit them at a proper difficulty.
