Kishotenketsu is a story structure where a story is told in four acts. A staple of east asian storytelling.
Ki. Introduction. The introduction serves to establish the setting, characters, and initial status quo.
Sho. Development. The introduction is expanded upon, with the world receiving more depth.
Ten. Twist. There is a sudden shift in the story. Either due to a new perspective or a surprising development.
Ketsu. Resolution. The twist is reconciled with the status quo of the story, creating a unified conclusion.
Kishotenketsu does not require a conflict. For example, I'm writing a shipping story with next to no conflict that relies on this storytelling structure. I can share the outline for it if you're interested in reading that. It can serve as an example.

Conflict can contribute to a good story but it is not at all essential.

This conflict exists to go against the foundation of the series. A fun adventure series about a hedgehog who loves adventure. Forced military drama detracts from the purpose of Sonic the Hedgehog. This shouldn't be in a Sonic comic. Most generously, it could exist in supplementary material (i.e. Archie's 'Sonic Universe') but it should not at all be the core focus of the franchise. SatAM understood this. AoSTH understood this. Sonic X understood this. Blade of Courage understands this. And most importantly, the games understand this.
